Carol J. Bishop, LMFT

Carol brings to NCAP a long track record of success in program development, assessment and management in child placement, adoption and family permanency, and children’s mental health. She also has worked on policy development, legislation and advocacy at the state and federal levels – as well as on in curriculum development for training professionals and parents. She was the co-founder, with Carol Biddle, of Kinship Center (a division of the Seneca Family of Agencies), where she continues to work part-time as the Statewide Adoption Policy Director.

Carol was President of the California Association of Adoption Agencies for six years and remains active in that organization. She also serves on the national board of Voice for Adoption. Carol, who received a congressional Angel in Adoption Award in 2006, co-authored a chapter on siblings in kinship care for the book, Siblings in Adoption and Foster Care, 2009. In conjunction with a new five-year federal grant awarded to the Center for Adoption Support and Education, she is also one of two developers of a curriculum on national adoption competency standards, as well as a curriculum to achieve certification.

Consulting Areas

Carol is available to provide consultation on adoption and permanency program development, analysis, clinical consultation; program development in the areas of relative caregiving, permanency specialty mental health, post-adoption services, adoption specialty wraparound, and other family support services; and staff/client training and curriculum development.
